         Sir


                        I received your letter of the 25th april enclosing the account of Capt Richard Sparks which I return to you for payment after examination by you it will however be necessary for Capt Sparks to produce either a Certificate of the pay [undecipherable] shewing the amount due him , or he must attest there to before a magistrate. - This being The Rule in all cases of the kind at this office , and which you will observe in all settlements of officers accounts similarly situated.
