You appear to misunderstand the causes which led to the stoppage of your pay for forage (undecipherable) drawing from the contractor - it was stated to be because the Pay master has authorised to make the (undecipherable) allowances - If you would not receive those rates specified in the Acts relative to forage & known of no other authority which authorises the receiving it in any other way.
