Dear Sir,

I did request and meant at the checking to give Lieutenant commissions to the Cadets Lawson & Wilson, but as he was urgent as lawyer [illegible] to have determined that I have no constitutional authority [illegible] to do it. I believe it may be as well to insert them into the list you are preparing to be nominated to the Senate.
