Philadelphia 16th September 1800

Sir, I have examined Mr. Martin’s papers related to the Button business. I find that in round numbers 1375 Gross of small and 102 Gross of Large Buttons is due to complete the contract which he urges is having been made with the late Purveyor - I am now clearly of the opinion that these ought to be received of him in equal proportions of Numbers 1, 2, 3 + 4 at the same rate as those delivered under the same contract, this made will satisfy him, and will not be injurious to the United States.-

Nothing remains in public store of the articles received from Andrew Elliott Esq. or his Agents, but one Sextant, the value which he can ascertain. All the remainder were delivered to, and sold by his Agent Charles Anderson I am, Sir your most obedient servant Samuel Hodgdon
