Sir

I am desired to state of the following circumstances for your consideration, relative to the claims of Mr. Henry Foxhall upon the United States. In the fall of the year 1797, Mr. Henry Fo[xall ...applied to me?] to establish a found[ry] for Cannon near Phila. under assurances of being employed by the Government as soon as he should have given satisfactory evidence for his ability to execute a contract. Mr. Foxall complied with my request, and justice requires that it should be acknowledged, that the United States are indebted to his skill for the present improved state of the Cannon foundries in this Country.

As it was for sometime uncertain wh[at] supply would be required for the public service, it was agreed that Mr. Foxall should erect a boring Mill upon the most improved construction at the public expense, upon condition that the machinery should be delivered to the public after the expiration of his Contract.

It was also agreed that Mr. Foxall should prepare, Flasks and models at the public
