I am desired to state the following cir cumstances for your consideration, relative to the claims of Mr. Henry Foxall upon the United States.

In the fall of the year 1797, Mr. Henry Foxall was desired by me to establish a foundry for cannon near Philadelphia under purposes of being imployed by the Government as soon as he should have given satisfactery evidence of his ability to execute a contract

Mr. Foxall complied with my request, and justice requires that it should be acknow ledge, that the United States are principally indebted to his skill for the subsequant improved this Cannon now desired in this country As it was for some time uncertain what supplied would be required for the public service, it
