Sires I inclose you copies of my Circular letters to recruiting officers dates 1st and 20th, March 1793, and 23rd, January 1794, and of the Secretary of War dated 1st March 1793, for your government while on the recruiting service.

Sires Enclosed is a statement of the account of Colonel Lewis Dubois agreeably to an act of the first ? of the third Congrefs [Congress] approved the 4th Instant.
