Howell provides confirmation to Swan of the abstract of warrants of the Secretary of War to the current date as well as an account of the money given to Mr. Daniel Britt. Howell also provides a section of the instruction which makes it clear that it was intended that [Lt. Thomas Love/Lowe?] refund to Swan of the money for the Scouts Rangers Militia the amount of money that should have remained in his hands after having discharged to the County Lieutenant that he might have fallen in on his route until his meeting of Swan. Howell notes that no clear notice has been taken of the money for those purposes. Howell suggests that he may be able to come up with an estimate for the pay of these soldiers and send it on to Swan, saying that a system where the soldiers are not being directly billed and paid is interfering with the duties of all those involved and goes contrary to the system established by the War Department. The postscript informs Swan that Howell is making out an estimate for one month's pay of these troops, and wishes to be informed if any part of this pay is to be remitted in specie.
