ency arifing from want of due induftry, on your part, will be reported to the Prefident of the United States, and fuch conduct may be confidered by him as a juft caufe for witholding your commiffion, in purfuance of the power vefted in him by law.

The eftablishment of the troops, the articles of war, and blank inliftments are herewith tranfmitted.

The motives which induce you to enter the [field?] at this time, muft be prefumed to be of the moft honorable nature, - a love of Country, and a defire of juft fame.

You will therefore in recruiting your company be careful, from perfonal confiderations as well as fenfe of public duty, to inlift thofe men only on whofe bravery, and fkill as markmen, you can entirely rely.

Your company being intended as a light or rifle company, ought to fonfift of the hardy yeomanry of the country, previously educated to the ufe of the rifle, fo that when they fhall be tried in action, they fhall fully juftify the expectations which have been formed of troops of that denomination.

You will observe by the bill the liberal pay, and established for the non commifsioned officers; this will be a good reason that you should not place any man in the [Charadis?] of a serjeant or corporal, but of a most excellent character.
