The eftablishment of the troops, the articles of war, and blank inliftments are herewith tranfmitted.

You will obferve by the bill the liberal pay, and established for the non commifsioned officers; this will be a good reason that you should not place any man in the quality of a Serjeant or corporal, but of a moft excellent character.
