ency arifing from want of due induftry, on your part, will be reported to the Prefident of the United States, and fuch conduct may be confidered by him as a juft caufe for witholding your commiffion, in purfuance of the power vefted in him by law.

You will obferve by the bill the liberal pay, and established for the non commifsioned officers; this will be a good reason that you should not place any man in the quality of a Serjeant or corporal, but of a moft excellent character.
