Request for muster of Captain Cooper's troops, dated 1 August 1791, signed by Blount. Joseph Howell indicates that documents do not appear sufficient to authorize payment of troops and forwards papers to Colonel Henley, agent for War Department for such evidence as will authorize payment. Orders to send draftees home, and requests names of delinquents and deserters.
