Private Philadelphia April 4th. 1791
My dear Sir
It affords me most sensible pleasure
to be able to comply with your wishes. I have therefore enclosed to your protection the appointment, for Mr William Balch.
When the formal approbation
of the President of the United States shall be received the Commission shall be filled up and with the others transmitted to the officers.
With the most ardent wishes
for the entire happiness of your self and your amiable Lady, I have the honor &c The respectfully and affectionately Your humble Servant Knox
