having received a letter from the Secretary of the Treasury informing me that in order to my obtaining a draft of money for disbursements in the Census, it is necessary that I empower some person as my agent to receive and transmit it to me, I take the liberty of requesting that you will add to the many favors you have conferred on me, by drawing this money and transmitting to tr? by post -- the payment will be issued in a draft [unintelligible] off the Collector in Virginia.
