Sensible of his inability to perfect a system of such magnitude, and involving such a variety of important consequences, it is with great diffidence that he submits the result of his reflections to Congress. But if the ideas suggested, should in any degree serve to form a better, and more efficient arrangement of the militia, he will derive sufficient satisfaction from the attempt.
All which is humbly submitted to Congress,
