You will [?] certify recollect, that when I exacte on you on the recorery of the 11th HET; [?] my pay as a Posrmaster to the Army, I am sure per case I am consequence of the small salary, & being the pm;y person of that department, to provide mr the payment of it without sending the Accounts to Philadelphia for a warrant, concludng that you, would be sufficently justified in doing it,
Mr Wolfe who lately presented the account for payment, informs me that you could not then pay it, & that you did not know whether you could do it at all; in this case I must beg of you to inform me what method I shall take to obtain it; for I should think it, [?] had to be told [?] off with a Certificate after having so far a promise of having Bills at least, not cash-- If a request or Order-- from the Postmaster General will be sufficient.
