         I have received your letter dated the 19th [indecipherable] with its enclosure.  On examining the records of this office I find that Ethan Winchester late a private in Capt Baton's [indecipherable] is returned fir a balance of pay due him from 1 Nov 1795 to 17 February 1796, the date of his death amounting to Fourteen dollars & 27/100.  before a payment thereof can be made to the claimant it is necessary that evidence be produced that he is the brother and legal heir of the aforesaid Soldier deceased and that he died without family.
