Lieut Blue of the Cavalry sometime since presented an account for settlement for his pay as Lieut Adjutan and Quarter Master and for his forage - the pay was rejected on[undecipherable] the old established [undecipherable] of not allowing [undecipherable] [undecipherable] capacitiy and a Question arrose whether he was [undecipherable] to forage in any but that of a Lieut as the act [undecipherable] [undecipherable] "when forage shall not be [undecipherable] by the public" I contened that forage was - furnished [undecipherable] by the public as a lieut andconsequently he was not entitled to any further allowance the [undecipherable] was [undecipherable] to the attorney genl who has decided against the claim so you will observe by the enclosed copy of his decision I sand you this for your government in future on this [undecipherable]-
The attorney [undecipherable] is of the opinion that every forage in kind, or money is [undecipherable] has been [undecipherable] by the public they officer though doing the duty of different appointments is not entitled io forage but in one.
