incurred that Equity of Justice demand that compensation be made for the extra duty performed - This is supported by an allowance made by the Superintendant (sic) of Finance on the report of the Comptroller of four dollars per day to Lt Col North for his expences (sic) on command by order of the Secretary at War from the 9th Dec -81 to the 23rd February 82 - and by a variety of others during his administration to officers action as Town Majors, Superintendants (sic) of Prisoners (illegible) -
Altho (sic) Col Mentges claim is not exactly similar to these last mentioned yet it has so great analogy that the Commissioner thinks they may be fairly claimed as precedents and the payment of Col North a case strictly in point -
