I have always received my pay through the medium of William Simmons Esq. accountant for the Department of War quarterly first buy a :Letter from him under dale of the 6th Sep he infor,s me to make applications to you sir [?] which I have receive my pay

I will be [?] ibligated to you to give orders for payment by the return post.
