         Sir

                        I received your letter of the 25th april enclosing the account of Capt Richard Sparks which I return to you for payment after examination by you it will however be necessary for Capt Sparks to produce either a Certificate of the pay charts shewing the amount due him , or he must attest there to before a [undecipherable] is [undecipherable]. - This being The Rule in all cases of the kind at this office , and which you will observe in all settlements of officers accounts similarly situated.
