[undecipherable] of the Act of Congress of 26 August 1776 - and if compensation proportionals to his disability has not been made him by the State of Virginia he has in the opinion of the Commissioner a right to expect it from the justice of the United States.
And as the acts of Congress do not authorize the grant of commutation of pay requests by the PetitionerThe Comm-is of opinion the compensation proper to be made him can probably be best determined by a recurrence to the principles contained in the said resolution of 26 Aug 76
