Your letter of the 21 Inst together with your account for cannon furnished the United States has been recd & examined. The balance found due being seven thousand one hundred & seventy two dollars & 90/a00. You will receive from The Treasurer of the United States on giving the necessary receipts -- The above balance differing from that in your statement 2511 91/100 dolls arises as follows --
error in the weight of 9 twelve pounders proven by Col. Tousard 27 Nov 1800 overadded 1.2.10 @150 drs pr Ton -- 11/91 short credited amount of Warrt. in favor of Bazil Wood on your order..........................................................2500.--

Altho' the whole amount of your charges for materials furnished in proving have been admitted it will be necessary that Colo. Tousard should certify that the articles charged were used & furnished by you -- I inclose you a statement of the articles charged & request you will obtain such certificate thereto & forward the same to this Office. --
You will see the necessity of providing in future against such omission by getting the signature of the Officer to such charges --
