My own opinion from the beginning has been that Major Freeman was entitled to double rations but not on the Ground on which he places it, [?] commanding a District, but as commanding Officer of Fort Johnson where he actually had his quarters. This opinion is concurred in by the other heads of Departments. It is with some reluctance that I go back to a transaction which took place before I was in the Department of War but it is a Claim which if founded in law, as I conceive it is, it would be unjust to deny to Major Freeman.
