Hughes writes to me under date of the 17th instant that he had then ready for examination at the Cecil Furnace Eighty five Cannon made under Contract with the Department, and requests that they may be proved, you will therefore be pleased to proceed to the Furnace for that pur- pose as soon as you can consistantly with your present arrange- ments of which you will immediately inform Col. Hughes As he states that about 2000 lbs of Powder in addition to what is now at the works will be requisite I enclose you an order therefor -- I am Sir &c ------------------------------------------------------------------------------------------- War Department 25th November 1800 C. General Sir From a representation to me by the accountant of the Department it appears that Captain Charles Hyde has long neg- lected, tho called on to exhibit his accounts as paymaster for [?] Nothing can excuse him unless his health has been such as to [?] it impossible. As I am willing to presume that this is the case you will be pleased to direct him immediately to exhibit his accounts in their present state with all the vouchers he is possessed of that they may be arranged by somebody more able to do it. This is certainly in his power & unless he immediately complies with it he must expect severe measures will be taken with respect to him I am Serv &c
