Will Crafts Esq Accountants office Charleston S,C. October 30 ' 1800 (undecipherable)

The enclosed accounts vuouchers for expenditures said to have been made an account of its Department by the collector of the (undecipherable) of Charleston, have been transmi by the Auditor of the Treasury for settlement at this office.

On examination of the accounts there doesn't appear any evidence that the expenditures were made on accou of the War Department, they are therefore referred to you for investigation & also for payments if accurate, (undecipherable) to you that the few items which properly belong to the navy Department, may be included in the settlement. You made also allow the collector a commission of 66 on the amount of his expenditures.

Yours of the 16' has been received & duly noticed. You appear to misunderstand the causes which led to the stoppage of your pay for forage (undecipherable) drawing from the contractor - it was stated to be because the Pay master has authorised to make the (undecipherable) allowances - If you would not receive those rates specified in the Acts relative to forage & known of no other authority which authorises the receiving it in any other way.

The money received by you from (undecipherable) (undecipherable) which was properly deducted for the causes (undecipherable) at time to that contractor.
