I certify that there is due to Henry Foxall & Company the sum of Four thousand, six hundred & fifty one dollars, seventy five cents, being for Sundry moulds & flasks for casting Cannon, & a boring mill prepared by them at the Foundary of Cannon near Philada., agreeably to the request of the Secretary of the Treasury & for an allowance made for the advantages derived to the Public from the communication of the skill of the said Henry Foxall as a founder of Cannon granted, rather as an acknowledgment of the favorable sentiments which his liberal conduct has inspired than as an equivalent compensation : as set forth in the opinions of the Secretaries of the Treasury, War & Navy department; which sum is payable to the said Henry Foxall the acting partner of the said firm of Henry Foxhall & Co.

I certify that there is due to John Foncin the sum of Two hundred & eight dollars & 7/100, being for his compensation as Engineer appointed for the purpose of Constructing Fortifications for the defence of the Town & Harbor of Baltimore for the months of June & July 1800, admitted agreeably to his appointment by the President of the United States, given at the War Office the 7 Oct. 1799 – which sum is to be transmitted it to John Kilty supervisor Baltimore to be by him paid to the said Foncin —
