Sir In the accounts this day received from Robt. Gilmor Chairman of the naval Committee at Baltimore I observe that he has made payments to a considerable amount for extra pay allowed to Soldier for labour done on the Fortifications and the return on which payment has been made to George Sears your certificate appears stating the fame to have been said to the Soldiers as Gratuity.  As charges of this nature are considered as inadmissible without the express authority of The Secretary of War.  I have to request that you will state to me the authority under which the Soldiers at Fort McHenry have been paid the allowance stated in your certificate __ Iam LC W.S.

Sir In the examination of E. Dayton's accounts I find all the provisions & full returns for your Regt.  are drawn out without expressing the time or characters drawn for.  As contrary to the established forms observed in the Army & such as have never been admitted because if pursued would defeat every check, or examination of Contractors' accounts.  I shall thank you to lay before me such particular accounts of their expenditures (by stating every description of persons: & time drawn for) as will auhtorize the passing them to your credit___I am LC W.S.
