As changes of this nature are considered as inadmissible without the express authority of the Secretary of War. I have to request that you will state to me the authority under which the soldiers at Fort Mc Henry have been paind the allowance stated in your certificate Sam [undecipherable] W.S. Lieut. Daytons' accounts I find all the Provision & fuell returns from your Reg. are drawn out without expressing the time or characters drawn for. As this is contrary to the established forms observed in the army & such as have never been admitted because if pursued would defeat every check or examination of Contractors' accounts.
