Accountants' Office May 21" 1800,

Sir

In the accounts this day received from Rob Gilmor Chairman of the naval Committee at Baltimore [I absene] that he has made payments to a considerable amount for extra pay allowed to soldiers for labour done on the Fortifications an the return on which, payment has been made to George Seans your certificate appears stating the same to have been paid to the Soldiers as a Gratuity. As changes of this nature are considered as inadmissible without the express authority of the Secretary of War. I have to request that you will state to me the authority under which the soldiers at Fort Mc Henry have been paind the allowance stated in your certificate Sam [undecipherable] W.S.

In the examination of E. Daytons' accounts I find all the Provision & fuell returns from your Reg. are drawn out without expressing the time or characters drawn for. As this is contrary to the established forms observed in the army & such as have never been admitted because if pursued would defeat every check or examination of Contractors' accounts. I shall thank you to say before me such particular accounts of their expenditure by stating every description of persons; & time drawn for for as well authorize the passing them to your credit-- Sam [undecipherable] W.S.
