Baltimore Accountant's Office May 21 " 1800 Sir Your letter dated the 7th [undecipherable] accompanied by the accounts therein mentioned have this day come to hand. They will be examined in course & information of the result will be duly communicated to you. It may be proper in the mean time to inform you that Capt. Morris had been written to; to inform me of the authority on which extra pay has been allowed to soldiers; to a considerable amount of which I find you have made payments to George Sears. As no extra pay can be allowed in any shape in addition to what is pointed out by Law to soldiers; without the express authority of the the Secretary of War. I perceive a difficulty unless that authority has been, or can be obtained. I mention this circumstance as it struck me in looking over the accounts. I have not so fully perused them as to be able to state whether there are not more changes to which objections may arise on examination. Sam [undecipherable] W.S.
