War Department, May 9th. 1800 Sir, Be pleased to deliver to John Wilkins Junr. Esqr. Quarter Master General for transportation to Harpers ferry, Virginia, for the use of Captains Elliott and Freeman Companies of the first Regiment of Artillerists and Engineers the following articles viz--
