I forward you the papers relative to the claims of James Caruthers and Thomas Collan for two Horses said to be stolen in the year 1797 by the Cherokees. I have been waiting for other Testimony in these cases, but am disappointed.
The abuse of an agent to buy a [illegible] has been attended with inconvenience, Robert White's testimony is in favour of the Claimants, but how far it Should operate, when he went into the nation without authority, and according to Mr. Dinsmore's report, and James Chisholm's dissatisfaction. Mr. Callan appears to me a man of good Character and I believe that his [illegible], Caruthers I know not.
If the Horses are to be paid for, Robert White Should be prosecuted for the Horses he led off. The Claimants request me to submit the papers to your consideration.
