Sir In the examination of  the Contactors accounts for the State of New York I find that you have granted to Mr. Henshaw (the Contractors agent at Stillwater) your certificate for between 3 & 400 Rations more than your Detachment were entitled to by your granting a General receipt without taking up the subordinate returns & receipts that you have before put him in possession of , by which means the Untied States have become twice charged therewith, this is a thing that my Official duties will not allow me to overlook, if you can therefore give me no satisfactory explanation for the apparent neglectfull conduct I shal be under the necessity of representing you immediately to the Adjutant General for the purpose of having the proper investigation made__ I am LC W.S.

Sir In the examination of the Contractors Accounts for the State of New York it appears by the general returns of rations drawn for your detachment from Mr. Henshaw, (the Contractors' agent) & signed by you, that you have drawn twice for the same day, on the 9 Sept. 1799" this apparent error will be charged to you unless it should appear by the original returns (which you are hereby required to forward to this  office for the purpose of investigating the same) that the mistake has originated with Mr. Henshaw _ in either case I hope a strict attention will be paid to all future returns__ I am LC W. S.
