The above three bill are now returned because no agreeably to orders from the Secretary of War, which says "So new work or considerable repairs to existing works nor the purchase of materials to a large amount, can be permitted but by the express permission of The Secretary of War, or the Comd General, in which case an extract of that authority should accompany the charge. _ Officers doing either without proceeds in the manner prescribed are certainly reprehensible" __ part of Voucher No 17418 to Abstract B being for 4 Cords of Wood to Capt. B. being for 12 1/2 feet Wood to Cadet Wilson, for 3 months, whereas a Cadet is entitled to but 1/2 a foot p month, the quantity overdrawn is 10 1/2 feet .............5.00. part of b. No. 18 to Abst.
