Enclosed are my two letters to James Leaky & Saml. Marshall to be forwarded by you, the latter I have purposely left upon for your perusal that you may see the nature of the charges of that Contractor which have been rejected at this Office in consequence of which he falls in debt to the United States the su mof Drs 101.81 - you will please to bear in mind this circumstance should further advances be applied for -

Sir Your account & vouchers for supplies to the Troops at Winchester were duly recd. at this Office on the 30 August last - & have been suspended & will continue so to be until Capt Bishop answers my letter to him of the 4' Sept. wherein I desired him to send on the original returns upon which the unauthorized articles charged in your account were issued & at the same time I show by what authority he had drawn articles of you that should have been obtained if wanted from the Public Stores.
I am surprised you should think of obtaining a ready settlement of your accounts at this Office when you have not in any Instance produced a Bill or rect. for the cost of articles therein charged and in the case of the two enclosed returns for the rations to Captn. Bishop & Lt. Evans you have not produced their rects. for which reason they are now
