Mr. Fox informs me that Mr. Herbert the Assistant Constructor has really had the charge of all that pertains to the Navy Yard and therefore it will be necessary to continue him in that employment – Navy Yard, Philadelphia January 1st 1796 Sir, I have considered Col. It is contemplated to put a floor which may be of white oak, to scarph on the keelson to the rising strake, and to run in the throat of the transoms to the lower deck, and continue of the same wood to frame in the lower deck over the lower deck beams, as far forward as the square and to run up in the draught of the transoms to the tiller post. The lower line of stem he has made is about the length of the one here, which I have considered sufficient, though I could have wished it better, and if his piece will admit of shifting the scarf, as he must have it spliced, the stem will be sufficient in this present plan of opinion.
