    Some time last February I received a letter

from the Governor of Virginia covering a dispatch from the Secretary of War requesting his Excellency to [illegible] the Publick Store at [illegible] under his protection and to make what arrangements he should think best for their [illegible] effectual preservation and security in conforme

this request I received orders from the Governor [illegible] [illegible] a guard over the Arsenal to commit of [illegible] man with a promise that the soldiers should receive their pay monthly, this order I have long since obeyed but I have not yet received any past of their pay. The men have become clamorous on account of it and it has been with difficulty that I have to tell them to their duty-- In addition to the above _ add that from apprehensions onto ctained of an Insurrection of the Negros last Fall prisons to the establishment of the Guard alluded to, I thought it my duty to call out a party of the Militia to guard this
