I inclose a voucher to a contingent account of Ensign Daniel Bissell for keeping a public horse which he states to have received of Major Isaac Craig in Pittsburgh - As I do not know on what authority the change is founded and as it is not within the idea of a contingent expense of the War Department, I refer it to you as possibly belonging to the [?]-
