Branch of Miami 15th November 1798 Dear Sir The same beneficial heaven which has been, & is yet [illegible 8 letters]ing (in the Atlantic States) against the most worthy & immaculate character of this or any other age; & against all the confidential Officers of Government-- has also been fomenting in their Legion, from [the ?] moment of my first landing at Hobsons Choice; The rights of man have been held up as a [criterion ?] even for Military Government__attempts have frequently been made, to evade or disobey orders under various & unworthy pretexts & idle quibbles, The most <u>visible</u> & acting person is a Major Cushing, who is a very artful & seditious man. There is a Capt. [Quinn ?], not far behind--[illegible] [illwgible] [illegible] illegible],__ it has been been advanced as a Cardinal Principle__ & officers have been advised to say " I have owed my country service__& I have done it__I still owe allegiance, & that in return for a granted wish, of <u>going & coming when I please".</u>
