Sir
Captain Thomas Holt, who has the charge
of the small magazine of the United States at New London in Virginia, has informed me by letter dated 19th Ulto. that certain indications were dis- covered of the intention of some Negroes to rise in rebellion --
As I have this moment received this
letter, I know not what degree of credit to give to so extraordinary information. But, at any event Sir, permit me to place the Stores of the United States at the above place and at Manchester under your protection, and to assure you that every expence paid for guards or other security will be paid by the United States.-- I have the honor to be etc. (Signed) Henry Knox Sey of War
