On this statement the Secretary of War
observed, that the only circumstance which is opposed to [illegible] the progress of the aforesaid petitions would be a rigid construction of the resolved of the late congress limiting the time for producing Stains against the United States.
While theSecretary of War is deeply
impressed with the importnace of a firm [illegible] generally, to the Resolves of limited [ill] heeis inclined to the opiontion, that the claims of the afore-mentioned widow & orphans, assured with justice be considered as involved int the before mentioned Resolves of limitation.
The resolves of the 2nd of November 1785
and 23rd July 1787, relate to persons leaving in liquiedated demands for military service,
