In __ to your letter respecting requesting my sentiments on a resolution of Congress of June 1 1784 I enclose a copy of a resolution of April 1785. [It in] my opinion authorizes you to allow the charges of payments made by the State to the Officers and Soldiers of the South Carolina Line up to January 1 1782 such payments haveing been made for services which [have?] not be settled for by me as Commissioner of Army Accounts
