Being informed by M.^r Pennel that you were [undecipherable] settling the acc.^t between M^r Hubener and the States I thought it proper to inclose an acc.^t of the supplies furnish;d him and the quantity of power rec.^d from him in conse=quence thereof since I have been in charge of the Dep^t of Military Stores, the Salt Petre was deliver'd to enable him to perfect a quantity of powder being the remains of materials furnis=hed from other persons previous to my charge which Intrust will appear in his acc^t
