Observations on the Accoutant's deductions
Voucher 548.______ Every thing that respects ordinance belongs to the Military department. Patterns of all kinds have of course invariably been chargeable on the incidental fund provided under appropriation in the War department. Trunnions are of this description and have accord-ingly always been so charged. They have no relation to Frigates more than to Forts__'tis a general provision.
Voucher 550.______ Belongs to the same department and is provided for by the same fund. Colours for Forts cannot be made without thread line and halliards: the same articles may be provided in the Quarter Master's Department, but not exclusively.

Voucher 559______ Rent paid under appropriation for several years back, approved by the War Office and admitted and adjusted both by the Auditor and in the same office where it is now rejected.
Voucher 502______ Houdin's payments for the accommodation and furtherance of Majors Peters and Kersley on their way to camp and under the express order of the Secretary of War. Similar charges may have occurred in other departments, but circumstances warrant these to be placed to the fund provided in the war department. It is however immaterial to me by whom I am paid.
Voucher 508.______ Salvage of Lead. Here the public get the lead for the salvage
