Sir
The circumstances of the arrangement
of the North Carolina line that took place
the 1st January 1783 with your representation
to Mr. Jackson was sent to the war office
and after a thorough examination by the
Secretary at War he has come to a determination
which I herewith inclose as well for your
satisfaction as the other gentleman of your
line. --
The estimate of the specie due for the
pay of the officers of the North Carolina line
has been delivered to the Board of Treasury
but the resources of the Continental Treasury
are at present so low, it is uncertain
when it can be paid, for that reason the
subsistence amount and pay of the noncomd
and privates has not been sent to the
Board, and also that the accounts of subsistence of
the southern lines are from their uncertainty in
a state improper for payment
