[editor's note: the next section is crossed out] you I herewith return you the letters you inclosed ot me the 9th instant respecting the claim of John Spotswood for commutations and beg have to inform you that the resolution of the Board of officers allowed to in the letters is not to be found in the office with nor is it meterial since he recieves a penston from the US which precludes him from recieving commutation were he otherwise entitled.[editor's note: end of crossed out section]
The [undecipherable] allowed to in the letter herewith returned is not to be found in this office in either [undecipherable] was Log by [undecipherable] or in the late [undecipherable] from New Your here been misclaimed --the [undecipherable] cannot be of mitirial so Capt Spotswood in his appheation for Commutation for with or without it must prove fruitley on of his recieving a pension from the US
