notable item/thing
arrived here
yesterday and brought my papers safe from thece to this place
general order of the 20th of September last
in consequence of some complaints
reason to apprehend
instanced but too well founded
commander in chief has constituted me an auditor as well as paymaster to the Legion
in compliance with that order
paymaster of the 4th sublegion immediately presented his accts and from a cursory view of them I had every reason to believe that no deficiency or neglect was imputable to him in the execution of his payments
Smith (the bearer of this) was the paymaster
prior to the appointment of Lee
account current
but as the army marched
I had not time to receive or examine it
he now goes
to obtain a final settlement and from is talents and integrate there probably will be no difficulty in his accomplishing the object with you
preceded Smith
has large amounts to settle but he has not yet come forward with them therefore I cannot positively determine where the deficiency rests
deficiency of payment in the 3rd Sub-Legion I have no information
who had continually acted as paymasters
young gentleman much esteemed for regularity honor & integrity
appointed
sublegionary quartermaster in addition to
paymaster
has probably prevented him doing the late active operations of the Legion from complying with the order
apprehend that
full inquiry
commanding officers of companies are the responsible persons for any abuse that may have taken place
for
paymasters have inprudently delivered them the monies for the pay of their men and obtained the individual receipts through hands
so long as this improper mode of payment prevails
there will be complaints from one quarter or another
hope is nearly done away
sublegionary paymasters being solely accountable must adjust their accounts with you in the best manner they can
you will readily conceive how impossible it is
destitute a clerk or authority to employ one
auditor of accounts
an emergency of this nature
commander in chief was right to adopt the plan, having no other alternative
army and its accounts
no report to him on the subject
I am in great want of money
my payments in full to discharged officers and to soldiers discharged from the old 1st Regt out of the appropriated pay of the army
amounts to upwards of 3000 dollars
drawn upon for hospital department, Indian contingencies
spies and guides of the army
general
is paid in full to the 30th of September 1793 and his aid de camp
emoluments
