Simmons notified Comptroller of accounts of O'Hara, contractor, requested by the Secretary of War and enclosed copies of accounts.Simmons examined accounts and found innumerable inadmissible charges. Many issues regarding the charges on the accounts made it hard to find the correct amounts of goods furnished.
