Description
Previously rejected vouchers were resubmitted by Carrington and were admitted due to proper explanation of charges. Sum deducted from the amount due to the credit of Heiskell because of previously outstanding balance due to United States. Simmons enclosed voucher that was rejected due to lacking certification of Carrington.

Mr. G. Heiskell Fredericksburg, Va.
Sir
The vouchers which were rejected from your accounts o a former settlement, & returned again to this Office by Mr. Carrington with satisfactory explanations have been admitted to your credit amounting to.....Dlrs. 175.23 From which has been deducted from this from being a balance due the U.S. on a former settlement....46.56 Dollars 128.72 which sum you will receive from Edward Carrington Esq. Superv. on giving him the necessary receipts
The inclosed voucher is deemed inadmissible because you have not produced a certificate from Mr. Carrington approbatg the charge which by referring to the accot. of differences forwarded you on the 24 Febr. was required. you will observe also that further remarks have been made on the voucher.
