Williams requests directions relative to the damaged muskets received from Oxford. Enclosed are the returns of the Armory of the receipts and deliveries in the Military Department with the supporting vouchers. In forwarding the howitzers to Archibald Crary at Rhode Island at the direction of Colonel Stevens, he has pledged to produce a legal order as soon as the state of the offices has been established.
