Simmons notified Welsh his accounts and vouchers for medical supplies and services rendered the Company of Capt. Gates and several recruiting parties in Boston were examined and Welsh will receive reimbursement from Johnathan Jackson. Reimbursement for cost of fuel was denied per order of Sec. of War.

Your accounts & vouchers for medical services rendered the Company of Capt. Gates & several recruiting parties in & near Boston, from the 15 Augt. 1798 to 15 Augt 1799, have been examined the sum of Five hundred seventy dollars + 26/100 reported in your favor as follows - vizt
Your subsistence - Dolls. 93.26
Your Pay - 360.
Your forage, tho' not charged by you - 72.
And the amot of Dr. Bartletts bills which you are to pay him - 45.
[sum] Dolls - 570.26
which sum you will receive from Jonn Jackson Supervisor upon your granting him the necessary rects.
You will observe that the sum of 45 dollars charged by you for undrawn fuell has not been admitted because the Secy of War has long since decided that "no compensation in money shall be recd by or paid to Officers in lieu of fuell"
